February at the Chamber of Deputies: Legislative Activity and Interparliamentary Diplomacy

At its 7th and 9th sessions, the Chamber of Deputies of the Parliament of the Czech Republic discussed, among other items, the draft State Budget, legislative amendments concerning social benefits and the subsistence minimum, as well as issues related to amendments to the Rules of Procedure.

At the 9th session, the deputies did not pass a vote of no confidence in the Government of the Czech Republic. The Government thus retained the confidence of the lower house of Parliament and continues to exercise its mandate.

In February, the Chamber met for a total of six sitting days.

Oath of Office Taken by a New Member of the Supreme Audit Office
Tereza Koucká Höfferová became a member of the Supreme Audit Office of the Czech Republic upon taking her oath of office before the Speaker of the Chamber of Deputies of the Parliament of the Czech Republic.

The fifteen members of the Supreme Audit Office, who form its Collegium, are elected by the Chamber of Deputies upon nomination by the President of the Supreme Audit Office.

Koucká Höfferová was elected on 28 January at the 5th session of the Chamber of Deputies, receiving 144 votes out of 177 deputies present in a secret ballot.

Public Hearing of Candidates for Children’s Ombudsperson
A public hearing of candidates for the position of Children’s Ombudsperson was held at the Chamber of Deputies of the Parliament of the Czech Republic.

The candidates are guardianship judge Martin Beneš, Chairwoman of the Government Committee for the Rights of the Child Eva Petrová, and attorney Michal Šalomoun.

The Office of the Children’s Ombudsperson was established in 2025. Its mandate is to safeguard the rights of minors, assist in addressing their complaints, and draw attention to systemic issues. Deputies are now selecting the first holder of this office, who will be elected by the Chamber for a six-year term.

Interparliamentary Diplomacy

Meeting of the Speakers of the V4 Parliaments
On 26–27 February 2026, Speaker of the Chamber of Deputies Tomio Okamura met with the speakers of the parliaments of the Visegrad Four countries in Budapest. The discussions focused on “The Contribution of Visegrád Countries to EU Competitiveness” and “Demographic Changes in V4 Countries”.

Meeting of the Committees on European Affairs of the V4 Parliaments in Budapest
A regular meeting of the Committees on European Affairs of the parliaments of the Visegrád Group (V4) took place in Budapest on 15–16 February under the Hungarian Presidency of the V4.

The Chamber of Deputies was represented by Committee Chairman Petr Sokol and Vice-Chairman Denis Doksanský.

European Parliamentary Week 2026
From 23 to 24 February, an interparliamentary conference focusing on EU stability, economic coordination, and governance was held in Brussels as part of the European Parliamentary Week 2026.

The Chamber of Deputies was represented by MPs Radim Fiala, Věra Kovářová, Petr Sokol, and Vojtěch Munzar who actively participated in a panel titled “No Compromise Between Competitiveness and a Strong Social Europe for All”.

18th Meeting of the JPSG on Europol
From 3 to 5 February, the Joint Parliamentary Scrutiny Group on Europol (JPSG) met in Nicosia. Its principal task is to oversee the activities of the European Union Agency for Law Enforcement Cooperation (Europol). The Czech Republic was represented at the meeting by MP Jana Murová.

Winter Session of the OSCE Parliamentary Assembly in Vienna
The annual winter session of the OSCE Parliamentary Assembly took place in Vienna from 18 to 20 February. The Chamber of Deputies was represented by MPs Michal Ratiborský, Karel Dvořák, and Jan Richter.

Key topics included increasing instability and tension in the international environment, support for Ukraine, and the role of the OSCE as a platform for dialogue and the promotion of shared values.

Parliamentary Hearing of the Inter-Parliamentary Union at the United Nations in New York
The Head of the Permanent Delegation of the Parliament of the Czech Republic to the Inter-Parliamentary Union, MP Zuzana Majerová, took part in a parliamentary hearing at the United Nations in New York on 12–13 February.

Discussions focused, among other things, on strengthening cooperation between parliaments and the UN, reforming multilateralism, protecting democracy, and issues related to UN financing.

Joint Meeting of the Committees of the NATO Parliamentary Assembly in Brussels
On 16–17 February, a joint meeting of the committees of the NATO Parliamentary Assembly was held in Brussels. MPs Karel Beran and Pavel Žáček, members of the permanent delegation to the NATO PA attended the meeting.

The main topics included the Alliance’s defence capabilities, the development of the defence industry and scientific research, transatlantic relations, the security situation in the Arctic, and increasing defence expenditure. The Head of the Delegation, Karel Beran, also took part in a meeting with the North Atlantic Council.
