July in the Chamber of Deputies: Parliamentary Work before the Summer Recess and International Engagements

Before entering its annual summer recess, the Chamber of Deputies concluded an intensive period of parliamentary work, holding several plenary sittings, alongside a broad range of international and diplomatic engagements. Speaker of the Chamber of Deputies paid an official visit to the People’s Republic of China and the Chamber of Deputies was visited by the Prime Minister of Montenegro.

Parliamentary Affairs

The Chamber of Deputies held five plenary sittings between 1 and 15 July within its 24th, 25th, 26th, 27th and 28th sessions, during which Members of Parliament continued debating legislative proposals and other items on the parliamentary agenda.

Parliamentary committees and commissions also remained active throughout the first half of the month.

Following the conclusion of the July sittings, the Chamber entered its annual summer recess. From the 30th to the 34th week of this year, no plenary sitting of the Chamber of Deputies are scheduled, allowing Members of Parliament to focus, for example, on work in their constituencies.

During this period, no meetings of the plenary, committees, or commissions are planned. However, the Chamber´s operations continue without interruption. New legislative proposals are still being submitted, preparations for the second half of the year are ongoing, and meetings may be convened at any time. Seminars, foreign visits, and commemorative events may also take place.

The Office of the Chamber of Deputies traditionally uses the recess to carry out extensive maintenance, repair and modernisation works throughout the parliamentary buildings.

Institutional and Public Events

On 15 July, Petr Přikryl took the ceremonial oath of office as a new member of the Supreme Audit Office in the hands of the Speaker of the Chamber of Deputies Tomio Okamura.

The parliamentary administration also organised a fire evacuation exercise involving employees of the Office of the Chamber of Deputies and officers of the Czech Police Protective Service. The exercise tested emergency procedures and evacuation routes across the parliamentary complex.

Alongside its legislative and international activities, the Chamber also continued to support charitable initiatives. During the month, awards were presented to the winners of the Chamber’s annual charity handbike trainer competition, held in June under the auspices of First Deputy Speaker Patrik Nacher. Proceeds from this year’s event will help finance specialised orthoses for a young girl living with cerebral palsy, supporting her mobility and independence.

Interparliamentary Diplomacy

From 19 to 25 July, Speaker of the Chamber of Deputies Tomio Okamura paid an official visit to the People’s Republic of China, accompanied by delegation of Czech business representatives.

The Chamber also welcomed several foreign partners during the month. Speaker Tomio Okamura received the ambassadors of Uganda, India and Azerbaijan in separate courtesy meetings.

Members of Parliament also met with the Ambassador of the United States to the Czech Republic Nicholas Merrick during an event marking the 250th anniversary of the independence of the United States.

Committee diplomacy likewise remained active. Members of the Budget Committee met with a mission of the International Monetary Fund to discuss current economic developments, while the Committee on European Affairs welcomed Prime Minister of Montenegro Milojko Spajić for talks on European affairs and bilateral cooperation.

International parliamentary cooperation continued to play an important role in the Chamber’s activities. From 4 to 8 July, a Czech parliamentary delegation participated in the 33rd Annual Session of the OSCE Parliamentary Assembly in The Hague, where parliamentarians debated current security, political, economic and human rights issues and adopted resolutions addressing key challenges facing the OSCE region.

The Chair of the Committee on European Affairs Petr Sokol attended the regular meeting of Chairs of European Affairs Committees of the EU Member States‘ parliaments and representatives of the European Parliament in Dublin on 12 and 13 July.

Meanwhile, Robert Králíček, Head of the Czech delegation to the NATO Parliamentary Assembly, participated in a meeting of the Assembly’s Sub-Committee on Transatlantic Partnership in Canada, where discussions focused on defence and security priorities and the strategic importance of the Arctic.
