September in the Chamber of Deputies: Parliamentary work, International Cooperation and Sněmovní Open

September was a busy month for the Chamber of Deputies, with parliamentary proceedings, committee work, public events and a broad range of international engagements.

Parliamentary Affairs

Parliamentary Sessions

Throughout September, the Chamber continued its legislative work during nine sitting days of the 29th, 30th, 31st and 32nd sessions. The 33rd session was subsequently convened to consider a motion of no confidence in the Government of the Czech Republic.

Public Hearing of Candidates for the Czech Radio Council

On 3 September, the Chamber held a public hearing of candidates nominated for the election of two members of the Czech Radio Council. Five candidates took part in the hearing: Pavel Baran, Miroslav Dittrich, Jakub Jíra, Tomáš Kňourek and Ondřej Matouš.

The hearing enabled Members of Parliament, members of the Committee on Media and Culture and representatives of the professional and general public to hear the candidates‘ views on the functioning of public-service radio. The Committee on Media Affairs subsequently approved the list of candidates for the election of two Council members by the Chamber.

Institutional and Public Events

Czech Crown Jewels

On 14 September, Speaker Tomio Okamura took part in the traditional ceremony marking the unlocking of the Crown Chamber and the retrieval of the Czech Crown Jewels. The Speaker is one of seven holders of the keys to the Crown Chamber. The Crown Jewels were subsequently put on public display in the Vladislav Hall at Prague Castle.

Sněmovní Open

On 19 September, Sněmovní Street was closed to traffic for the fourth annual Sněmovní Open, held as part of the “Zažít město jinak” neighbourhood festival. The event featured a programme for visitors of all ages, including stalls of social enterprises, music performances and activities for children.

The event was held under the patronage of First Deputy Speaker Patrik Nacher. Visitors could support social enterprises offering products and services while creating employment opportunities for people with social or health disadvantages. The extensive musical programme featured students and ensembles from the Prague Conservatory and Jan Deyl Conservatory of Music.

The charitable dimension of the event included a fundraising campaign for a painting by illustrator Marie Jansová, who created the work despite her visual impairment. The fundraising campaign began on 19 September and is running for one month, with the painting to be given as a gift to the donor who contributes the highest amount.

Interparliamentary Diplomacy

Meeting with the President of Armenia

On 3 September, Speaker Tomio Okamura met with the President of the Republic of Armenia Vahagn Khachaturyan.

V4 Economic Affairs Committees Meeting in Košice

On 6–7 September, members of the economic affairs committees of the parliaments of the Visegrád Group countries met in Košice, Slovakia, under the Slovak V4 Presidency. The Czech Chamber was represented by Economic Committee Deputy Chairs Ivan Adamec and Libor Forman and Committee Member Marek Novák.

The discussions focused on strengthening cooperation in artificial intelligence, energy and competitiveness, as well as digital infrastructure, the use of AI in industry and public administration, business support, education and cybersecurity. The meeting aimed to identify common ways to strengthen the technological development, resilience and competitiveness of the V4 countries and Central Europe.

NATO Legislators in Ukraine

On 8–9 September, a delegation of the NATO Parliamentary Assembly visited Kyiv, where it discussed further support for Ukraine and its defence against Russian aggression, particularly the strengthening of air defence. The Czech Republic was represented by MP Pavel Žáček, a member of the Permanent Delegation of the Parliament of the Czech Republic to the NATO Parliamentary Assembly.

Czech – Turkish Parliamentary Relations

On 9 September, the Czech-Turkey Interparliamentary Friendship Group, chaired by Tomáš Kohoutek, hosted a working dinner for a delegation of the Foreign Affairs Committee of the Grand National Assembly of Turkey led by its Chair Fuat Oktay.

On 10 September, the Turkish delegation was received by the Chamber’s Foreign Affairs Committee, led by its Chair Radek Vondráček. The meetings focused on parliamentary relations and cooperation between the Czech Republic and Turkey.

Meeting with European Commissioner Maroš Šefčovič

On 10 September, European Commissioner Maroš Šefčovič met representatives of the Chamber’s Committee on European Affairs and Economic Committee, as well as the Senate Committee on European Affairs. The discussions concerned areas covered by his Commission portfolio, including trade and economic security, interinstitutional relations and transparency.

European Committee of Social Rights

On 15 September, the Chamber’s Committee on Social Policy, chaired by Monika Brzesková, received a delegation of the European Committee of Social Rights of the Council of Europe led by Kristina Koldinska.

V4 Budget and Control Committees Meeting

On 13–14 September, representatives of the budget and control committees of the Visegrád Group countries met for their first joint meeting in Liptovský Mikuláš, Slovakia, under the Slovak V4 Presidency. The Czech delegation from the Chamber’s Budget Committee was led by its Chair Vladimír Pikora.

The discussions focused on the consolidation and sustainability of public finances, investment and competitiveness, combating tax evasion, the effective use of EU funds and the future EU multiannual financial framework. Representatives of the V4 countries also signed the Mikuláš Joint Statement, expressing their commitment to closer cooperation in the area of public finances and economic growth.

Meeting of Speakers in the Slavkov Format

On 17–18 September, Speaker Tomio Okamura took part in a meeting of the Speakers of the Czech, Slovak and Austrian parliaments in the Slavkov Format, held in Wachau, Austria. The meeting addressed current European and regional issues and parliamentary cooperation.

Interparliamentary Conference in Dublin

On 24–25 September, a Chamber delegation took part in the Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU in Dublin, held under the Irish Presidency of the Council of the EU.

The conference addressed the future of EU public finances, fiscal policy, strengthening the Euro and digital sovereignty. The Czech delegation was led by MP Vladimír Pikora and also included Vojtěch Munzar and Róbert Teleky.

NATO Parliamentary Assembly Meetings in Romania

On 28–30 September, MPs Ivan Bartoš and Pavel Žáček participated in meetings of the NATO Parliamentary Assembly’s Subcommittee on Transatlantic Defence and Security Cooperation and Subcommittee on Transition and Development in Bucharest and Constanța, Romania.

The discussions focused on the situation in the Black Sea region and Romania’s plans to strengthen its military capabilities. The meetings also addressed Romania’s planned defence spending and its future capability targets.

Conference on EU Enlargement in Tirana

On 28–29 September, the Interparliamentary Conference on EU Enlargement, entitled Strategic Agenda for the Future of Europe, took place in Tirana. The conference brought together representatives of European affairs committees from EU Member States, candidate countries and European institutions.

The Chamber was represented by a delegation led by Petr Sokol and including MP Denis Doksanský.

Czech-Bavarian Parliamentary Cooperation

On 28–29 September, delegations of the Chamber’s Foreign Affairs Committee and Committee on European Affairs, together with the coordinator for cooperation with the Bavarian Landtag, visited Munich.

The reciprocal visit continued consultations with Bavarian parliamentary partners. The discussions included cooperation in education, cross-border cooperation and transport infrastructure. The Czech delegation included Foreign Affairs Committee Chair Radek Vondráček, MPs Anežka Nedomová and Ivana Mádlová, coordinator of Czech-Bavarian interparliamentary relations.

European Parliamentary Democracy Forum

On 29–30 September, Deputy Speaker Jiří Barták participated in the second European Parliamentary Democracy Forum at the European Parliament in Brussels, Belgium. During the second day, he took part in a debate on current issues concerning parliamentary democracy.

Parliamentary Assembly of the Council of Europe

From 29 September to 1 October, Irena Ferčíková Konečná, a member of the Czech Chamber’s delegation to the Parliamentary Assembly of the Council of Europe, participated in the fourth part-session of the Assembly in Strasbourg.

The session addressed a broad range of issues, including Ukraine, human rights, migration, media, climate policy, artificial intelligence and demographic challenges.

Social Policy Committee Delegation to Denmark

From 29 September to 1 October, a delegation of the Chamber’s Committee on Social Policy visited Denmark. Led by Committee Chair Monika Brzesková, the delegation focused on family policy, children and youth and foster care.

The programme included meetings with the Danish counterpart committee, representatives of employers and trade unions, as well as members of the Czech community in Denmark.

Meeting with the President of Romania

On 30 September, Speaker Tomio Okamura met with the President of Romania Nicușor Dan. They discussed current bilateral relations and cooperation between the Czech Republic and Romania.
